Transit Law and Pending Transfers in Costa Rica

The temporary provision 11 of the law opens a PERIOD OF AMNESTY that for several years did not exist in Costa Rica, starting at the time it went into effect and for six months, all transfers of automobiles that haven't been presented in the Registry as of the 23rd of December of 2008, the Registry will inscribe their transfers WITHOUT PAYMENT OF TRANSFER TAX, STAMPS WITHOUT FINES OR INTEREST.

Keeping in mind that the transit tax represents a great item, 2.5% of the fiscal value of the vehicle, this AMNESTY, gives more benefits for as long as I can remember, as the amnesties have always forgiven fines and interest BUT NEVER THE TAX itself.

In various previous blog entries, I have commented the risks and problems of having automobiles registered in our names that are being driven by others.  So then it is time to take advantage and register the transfers.

For more clarity: here is the text of the temporary provision:
Provision XI:
For a period of six (6) months, counting from the enactment of this law, the owners of vehicles that have not presented their deeds of sale in the Public Registry of Mobile Property with dates preceeding this date can present them in the Registry without the payment of tax for transfer of vehicles, only the respective stamps and the corresponding rights, without fines or interest.
