Adoption of a new procedure for the issuing and confirmation of the authenticity of the Certificates of Real Property Value

THE MINISTRY OF ECONOMY AND FINANCE
Using its legal faculties

CONSIDERING:
That amongst these functions that holds the Office of Land Registry and Patrimonial Property, is that of issuing certificates for the value of real properties.
That this issuance of certificates of real property value is constant and of a growing manner, for various purposes, to be a financial document, which is emitted upon request of the interested party in a traditional manner.
That the state has invested great sums of money in placing tools for self-attention for the taxpayer, which facilities the workload and diminishes the complaints of taxpayers.
That it is convenient to offer to people or entities for whom such certificates of real property value should be presented, those modern and agile technological elements that permit verification of the autenticity of said certificated, giving therby increased security for the same.

RESOLVES:
FIRST: ADOPT the new proceedings for the obtainment of the Certificate of Real Property Value, which will be expedited, via internet, with simple paper, without any cost to the taxpayer and without necessity of presenting a formal writing before the Office of Land Registry and Patrimonial Property of the Ministry of Economy and Finance.
 
SECOND: COMMUNICATE to the general public that, in order to use this new tool, it is an indispensible requirement that the taxpayer be previously inscribed in the Unique Registry of Contributors of the General Office and possesses a NIT or secret password, by which he should access the following electronic address: www.dgi.gob.pa.
 
THIRD: That beginning with the entry into force of the present resolution and previous to the fulfillment of the obtaining of the RUC and NIT on the part of the taxpayer owner of the real property, the same can obtain a Certificate of Real Property Value, accessing via the following electronic address:  and enter in at the option of “Servicios en Línea / Certificación de Valor Catastral".

FOURTH: That the new format for the obtaining of Certificates of Real Property Value will count on the following security characteristics:

  a) Number or legal entity name of the owner of the estate.
  b) Control number, coded with a special algorithm that integrates all of the numerical factors of the certificate that is printed during its issue.
  c) Date of issue.
  d) Date of validity or effect of the certificate.
  e) Identification of the number of the estate, that is object of the certificate.
  f) Identification of the person that is applying for the document.
  g) Digital autograph signature of the General Director of Land Registry and Patrimonial Property.
  h) Spaces to place the information of the date and the confirmation number.

Paragraph: The Certificate of Real Property Value should be confirmed in all cases, as an additional requirement of its valiity, satisfying that which is established in the sixth article of the present resolution.  As an additional security characteristic, a confirmation number composed of various numerical factors will be issued.

FIFTH: The taxpayer that doest not have a RUC number and NIT, or for whatever reason, it is impossible to obtain a Certificate of Real Property Value for his property via internet, should appear personally, or by means of a duly authorized representative, at the Center for User Attention (CUA) of the Office of Land Registry and Patrimonial Property so that the government employee of the said office issues immediately this document, completing the application form destined for this end.

SIXTH: Persons or entities before which must be presented by legal mandate Certificates of Real Property Value, should verify the authenticity of the same.  For this, the person, government employee, or responsible entity, must enter into the page of the Office of Land Registry and Patrimonial Property, http://dcbp.mef.gob.pa and, in the option "Servicios en Línea / Confirmar Certificación de Valor Catastral", will indicate that he requires confirmation of the authenticity of the Certificate of Real Property Value of the property, having to type in the information that the system indicates, taken from the respective certificate, and finally the system will indicate if it is valid or not. 
In the case of a positive, the petitioner will receive a confirmation number and the date and hour of the same.  This data must be annotated to the Certificate of Real Property Value, object of the confirmation by internet, in the spaces described in subpoint h) of the forth article of this resolution.

SEVENTH: The Certificate of Real Property Value that is issued will have validity for a term of one (1) month, counting starting at the date of issue.

EIGTH: The present Resolution will begin to take effect fifteen (15) days after its enactment in the Official Gazette.
